The Madlanga Commission heard new evidence on Tuesday 18 August 2026 linking businessman Ze Nxumalo to alleged tender rigging in Ekurhuleni. The Ze Nxumalo Ekurhuleni tender allegations focus on a major transport contract awarded to a company linked to late taxi boss Jotham “Mswazi” Msibi. Furthermore, evidence leader Advocate Matthew Chaskalson revealed that Msibi nominated the winning company. As a result, the alleged network connecting Nxumalo, Msibi and Ekurhuleni contracts is now before the commission.
Chaskalson told the commission that Camp Rock Pty Ltd won the contract for project management and technical services for the City of Ekurhuleni’s Integrated Rapid Public Transport Network. Msibi nominated Camp Rock for the contract. “We see that the successful bidder in relation to the provision of a project management unit and technical services for the development of the City of Ekurhuleni Integrated Rapid Public Transport Network, from date of award until 30 June 2026, was none other than Camp Rock Pty Ltd, who had been nominated by Mr Msibi,” Chaskalson said. Furthermore, the commission adjourned for evidence leaders to confirm Camp Rock’s directors. As a result, more detail on the company and its links to Msibi will emerge when proceedings resume.
Ze Nxumalo Ekurhuleni Tender: The Broader Pattern of Allegations
Nxumalo denied the messages linking him to the Ze Nxumalo Ekurhuleni tender arrangement in an affidavit he submitted to the commission. However, the commission has heard a lot of evidence about his alleged role in a broader network of influence. In July 2022, Nxumalo’s company ZIG Revenue Management chartered a R3.5 million private jet to London for former Ekurhuleni City Manager Imogen Mashazi, her husband and two friends. Evidence leader Adila Hassim SC told the commission it was unclear what benefit Nxumalo received in return. Furthermore, the DA laid criminal charges against both Mashazi and Nxumalo in May 2026 following those revelations. As a result, Nxumalo faces questions about his alleged relationships with Ekurhuleni municipal officials on multiple fronts.
Jotham Msibi, known as Mswazi, was a powerful taxi industry figure who died before the commission finished its work. The commission linked him to an alleged organised crime network known as the Big 5 cartel in Gauteng. EFF leader Julius Malema admitted in April 2026 that he knew Msibi through Nxumalo. He said he met Msibi during a strike in Johannesburg. Malema denied criminal links and said his relationship with both men involved taxi industry negotiations. Furthermore, Patriotic Alliance deputy leader Kenny Kunene claimed Malema frequently visited Msibi’s farm in Dinokeng late at night. Malema denied that claim. As a result, the commission’s examination of the Nxumalo-Msibi network touches some of the most sensitive political territory in its entire investigation.
The commission also named Nxumalo in testimony about alleged access to internal police documents, direct contact with police officials and attempts to influence arrests. Testimony linked him to the sharing of information about a Tshwane Metro Police Department security tender. Furthermore, the commission heard that Nxumalo’s alleged network included suspended Crime Intelligence deputy head Feroz Khan. Other senior law enforcement figures are also linked. As a result, the Ze Nxumalo thread runs through several of the commission’s major investigations at the same time.
